I just gave up on a save in a Coastal Highway start. I searched the entire map, all fishing shacks, bodies, buildings, the campsite, the abandoned lookout - no hatchet. Also no rifle. Since I started the game with no water, just come cold coffee, it was a struggle just to be able to search every location. That seems a little bit harsh for a Voyager start.

Coastal Highway is fairly easy, besides the mobs of wolves down in the Town area and on the ice. But for truly new players, the pathfinding and landmarks are also easier in ML, not so many maze-like roads and looping ones that can have you going in circles for days.
