If you insist on using a burning crew 5/10/Kumak/Nero or 5/10/Kumak/Georgiou is better for PvP as well. For pvp, captain can be dependent on what you want like borg jaylah, yuki, or kirk. So the best way to increase the number of Hostiles your Explorer can shoot is to fly to a system where Interceptors roam the space. This includes of course Swarm systems.
